Abstract
One of the problems faced in implementing local government programs is the limited budget in the Local Government Budget to finance these programs. The budget limitation is indicated by the low proportion of local revenue to total local income compared to the amount of subsidies issued by the central government. This condition causes high fiscal dependence on the central government. Therefore, the local government must look for other legitimate sources of income other than those stipulated in the Local Government Budget. This can be done by building and developing effective collaborative governance between local governments and stakeholders outside the local government. One of the programs implemented jointly by the local government and private companies is the Social and Environmental Responsibility Program. To optimize this Social and Environmental Responsibility Program, an effective collaborative governance model needs to be designed. This model is based on the Integrative Framework Model for Collaborative Governance proposed by Emerson and Nabatchi.

The results of the study indicate that the metropolitan area policy seen from the institutional approach, functional process approach, and citizen participation approach, has not been able to be implemented properly. There is overlapping of authority between organizations that play a role in managing the development of metropolitan areas causing constraints on some developments. The lack of community participation in policy formulation has led to a reaction from some groups against the implementation of metropolitan area development in Eastern Indonesia.

Abstract
The efforts of bureaucratic reform carried out by the Ministry of Foreign Affairs (MoFA) of the Republic of Indonesia are a response to the development of global dynamics and public demands for transparency and accountability. MoFA is required to have strong organizational capabilities, implement strategies effectively, and have highly competent human resources. In order to support this, the organization implements Balanced ScoreCard (BSC) Performance Management System, which began to be implemented in 2017. The purpose of this study is to determine the extent of BSC implementation that has been carried out by the MoFA and what strategic aspects need to be improved. The literature study conducted on performance documents shows that BSC has provided good results for measuring the performance of the MoFA. This system causes major changes to the performance management paradigm to be clearer, more measurable and directed. However, in its implementation, several strategic aspects need to be improved, among others: (1) leadership and involvement of leaders in formulating planning and following up on performance evaluations; (2) commitment and participation of all elements of the MoFA in implementing bureaucratic reforms; (3) HR capacity and knowledge about performance management; and (4) knowledge management of organizational performance management.

Abstract
Most major cities in Indonesia face relatively similar problems, namely the existence of limited infrastructure and limited government costs. Whereas the existence of infrastructure is absolutely essential for various activities such as business, administrative, social, tourism and other activities. The same problem also faced by government of Bandung City. One way to deal with the above problems is by cooperating with the private sector, namely using investment from the private sector in order to provide the infrastructures. The partnership program between the government and the private sector is known as Public-Private Partnership (PPP). There are many PPP programs, for example, the Build Operation Transfer (BOT) program which is considered suitable for long-term investment and sustainable infrastructure development. In order to realize a city based on the concept of the target of sustainable development goals (SDGs), the role of PPP is very important. However, the target SDGs are complex, require sustainability, require multiple perspectives, and scientific disciplines. Therefore, the role of PPP in building the infrastructures of the city of Bandung based on the SDGs concept is a necessity.

Abstract
Public demands for transparent and accountable bureaucracy and increasingly dynamic environmental conditions have prompted the Government to implement cashless government system in order to modernize the transaction of the State Budget (Anggaran Pendapatan dan Belanja Negara - APBN). The cashless government system is considered as part of public innovation in order to encourage administrative reform efforts in public sector. Apart from the pros and cons that arise, the Government Credit Card (Kartu Kredit Pemerintah - KKP) policy is expected to be a strategic action in managing the state budget in accordance with the principles of flexibility, security, effectiveness and accountability. The literature study in this paper shows that the cashless government system can help optimize state budget, increase transparency in government spending, and minimize corruption. In a broader context, the system is expected to provide benefits in encouraging economic growth and improving public welfare.
